Why do we always seem to be unaware of the upcoming disasters

After a tragic event, we undergo national paroxysms of guilt, but we seem to be making the same fundamental mistake again and again.

The reputational damage caused by this recent tragic event will not be remedied quickly. The majority of the victims are tourists from abroad and some international media agencies are inevitably wondering why people are encouraged to visit such a vigorous volcano.
