Why did not all the funds from 2,000-crore farm funds get utilized till now?

A fund of 2000-crore which was declared in the Union Budget 2018 to 2019, for setting up a chain of contemporary markets for the farmers, has gone enormously unspent which is seen by the experts as an indication of much the over-regulated agricultural markets have kept farmers restrained to out-of-date policies.
