Chief Canadian oil manufacturers increase spending

In spite of manufacturing limits put in place by the government and congested pipelines, the two largest oil manufacturers based in Canada are carefully increasing their spending the coming year with the belief that they can prosper more than the smaller-scale firms reining in the capital, in a feeble market.
