Japan and China discreetly observed the 45th anniversary of the signing of a bilateral treaty of peace and friendship on Saturday, with no official celebrations due to tensions over Tokyo's plan to release treated radioactive water from the Fukushima nuclear power plant into the ocean.

In April, Japan and South Korea will hold their first security discussions in five years.
