The day Quintero Jones died, it was almost 100 degrees in South Texas. In the middle of summer, it felt even hotter inside his cinder-block prison cell.

Jones, who was 37, had asthma and high blood pressure. He also took medications that can make people less sensitive to heat, like many people who are in jail.
